Annual Report of Beijing Urban Management Comprehensive Administrative Law Enforcement Bureau on Government Information Disclosure in 2019
This report is made in accordance with the provisions of Article 50 of the Regulations of People’s Republic of China (PRC) Municipality on the Openness of Government Information.
I. Basic information
(A) to strengthen the initiative to open
Actively disclose information such as the progress of performance tasks, power list, law enforcement trends, "double random" spot checks, inspectors, financial budget and final accounts, and corporate warnings. The efficiency of urban management law enforcement has been improved, and the people’s right to know, participate, express and supervise in the field of urban management law enforcement has been guaranteed according to law.
The first is to strengthen the disclosure of law enforcement information. Publicize the results of administrative punishment made according to law, including 12 items such as the name of the case, the reasons for punishment and the basis for punishment, and provide inquiries and downloads in the form of attachments; Regularly publish "double random" spot checks; Through the public credit information column of the official website, the administrative punishment information of the urban management system was collected and publicized, and a total of 57,000 cases were publicized.
The second is to implement the publicity system of administrative law enforcement. All information such as power list, law enforcement duties, law enforcement basis, law enforcement procedures, law enforcement results, etc. will be voluntarily disclosed to the public, so as to facilitate the masses to understand the urban management law enforcement work.
The third is to make law enforcement dynamic information public. Focusing on the service guarantee of major events, the special action of "resolving and rectifying to promote improvement", the prevention and control of air pollution, and the people’s appeal of "handling complaints immediately", we will continue to promote the information disclosure of rectification of "construction dust", "occupying the road" and "operating without a license" and accept social supervision.
(2) Standardize disclosure upon application.
Standardize and improve the handling procedures. Letters, faxes, web applications and other acceptance channels will be published in the official website’s guide to government information disclosure, so as to facilitate the masses to obtain government information. In strict accordance with the four links of acceptance, handling, reply and filing, the handling procedures are clear and the documents and files are complete, ensuring the standardization of the disclosure process according to the application. This year, the Municipal Bureau handled a total of 27 applications for information disclosure, and there were no lost cases due to complaints, administrative reconsideration and litigation.
(three) the standardization and management of government information resources.
The first is to promote urban management to report to the public through the "full list". Clear and open norms in the form of list, establish standards for the disclosure of government information in key areas of urban management law enforcement, make it as open as possible, do a good job in dynamic management, and actively guide the public to understand urban management.
The second is to promote the construction of ten institutional systems for government affairs openness. Ten systems, including institutional setup, process system, confidentiality review, source identification, disclosure by application, administration according to law, meeting opening, interpretation of administrative decision-making, and new media management, have been revised and improved successively, further standardizing the rules and processes of government affairs disclosure, refining the division of responsibilities, and realizing the normalized working mechanism of joint management and close cooperation among various departments.
(four) the construction of government information disclosure platform
First, according to the intensive work arrangement of the city’s government websites, our bureau completed the migration of the intensive platform of the urban management website in December 2019, and highlighted the interactive communication services such as "I love Beijing" urban management map public service platform, urban management government wiki, report reward, director’s mailbox, letters and visits reconsideration, and enterprise credit information on the homepage of the website, which provided a strong guarantee for continuously improving the online performance ability and service level of urban management.
Second, the new media platform forms a communication matrix. Through the urban management government wechat "Capital Urban Management", 87 main tweets were pushed, and the number of users pushed reached 150,000, the number of articles read reached 24,000, the number of likes was 148, 179 urban management news articles were updated, and more than 600 questions were answered online. Through the map system of "I love Beijing" public service platform, more than 500 pieces of convenience food market data, 3 pieces of service express information and 3 pieces of voting information were released, and the service citizens participated in more than 2,000 interactive exchanges.
(five) the supervision and protection of government information disclosure and education and training.
First, smooth communication channels and listen to the voices of the masses. Make the 96310 urban management hotline a supervision service hotline to do practical things, solve people’s worries and publicize policies. At the same time, all the appeals of 12345 transfer, interactive column of urban management website, appeal of APP network, media exposure and appeal of relevant departments will be included in the hotline system for timely distribution and handling, and the problems of the mass hotline will be accepted 24 hours a day.
The second is to promote the openness of the concept of openness by means of hierarchical training. Innovate and explore the new mode of "menu theme" training and "salon interaction" training, convey and study the newly revised Regulations on the Openness of Government Information and the new policy of opening government affairs, publicize the open concept of "everyone is responsible for opening government affairs", strengthen understanding and reach a consensus.
(six) the municipal government work assessment, social appraisal and accountability results.
First, continuously strengthen information disclosure in key areas, actively release government information, strengthen policy interpretation, and actively respond to social concerns, forming a new pattern of government information and government affairs disclosure, which is "changing application information to active disclosure, deepening policy interpretation, offering suggestions and suggestions from the public inside and outside the venue, and online and offline political and civil interaction".
The second is to further sort out and improve the public opinion monitoring mechanism. Focus on strengthening the monitoring and transfer of public opinion exposed by the media and key columns related to urban management environmental order, linking business departments, and giving full play to the supervision and promotion role of the media in the implementation of the main responsibility and urban management law enforcement work of local governments through supervision and feedback mechanisms, and constantly improving the awareness of public opinion response and the ability to supervise and rectify. Find public opinion and deal with it effectively in time, and respond to social concerns through Beijing Daily and other media in due course.

The government information disclosure has been solidly promoted, and some achievements have been made, but there are also some problems and deficiencies.
