Beijing disease control: It is recommended that online car-hailing taxis suspend carpooling business during the epidemic
China News Service, January 12, according to the website of the Beijing Center for Disease Control and Prevention, the Beijing Center for Disease Control and Prevention today issued the "Internet taxi industry epidemic prevention and control management norms" (hereinafter referred to as the "management norms"). The "management norms" mentioned that it is recommended that during the epidemic, the number of passengers carried by the network taxi operation should be properly controlled; the carpooling business should be suspended.

The space of online taxi-hailing is tight and narrow, and the driver and passenger are close together during operation. If the prevention and control protection is not in place, it is easy to cause the spread of COVID-19 pandemic. Based on this, the epidemic prevention and control management norms during the operation of online taxi-hailing are formulated.
Implement the "Quartet Responsibilities" and clarify the responsibilities of all parties
In accordance with the "Notice of the Beijing Municipal People’s Government on Further Clarifying the Responsibilities to Strengthen the Prevention and Control of Pneumonia from Novel coronavirus Infection" (Jingzhengfa [2020] No. 2) and "Notice on Implementing the" Four Responsibilities "to Further Strengthen the Pneumonia epidemic prevention and control of novel coronavirus infections in key populations, places and units" (Jingzhengban Fa [2020] No. 4) and other requirements, strictly implement normalized epidemic prevention and control measures. All online taxi operators (platforms) shall implement the main responsibility, the transportation authority shall implement the supervision responsibility, and the driver shall implement the personal responsibility.
Daily epidemic prevention and control measures in the online taxi industry
(1) Operating institutions (platforms)
1. Establish a driver health monitoring and reporting system.
2. Regularly organize drivers to conduct nucleic acid tests, and new drivers hold a negative nucleic acid test certificate within 3 days.
3. Organize drivers to implement full coverage of COVID-19 vaccination.
4. Monitor the driver’s implementation of various prevention and control measures through on-board audio and video surveillance.
5. Unblock passenger epidemic prevention and control related complaint channels and respond in a timely manner.
(Ii) the driver
1. It is strictly forbidden to work when you have fever or respiratory, digestive tract and other symptoms, and seek medical attention as soon as possible.
2. Drivers should wear masks throughout the operation, and passengers should be reminded to wear masks throughout the operation.
3. Pay attention to hand hygiene during the service, do not touch the mouth, eyes, or nose before cleaning your hands, and must wash your hands after touching potentially contaminated items, or disinfect with hand disinfectant.
4. Try to use non-cash payment methods.
5. Posting reminders and hygiene and epidemic prevention knowledge in eye-catching places in the car and on the back of the seat.
6. Keep the air in the car fresh, open the windows regularly for ventilation; keep the car clean and clean, and clean the garbage in time; keep the seat cover clean, wash and disinfect regularly; regularly clean and disinfect the door handles, armrests, seats and other parts that passengers often touch; prepare garbage bags and other protective cleaning supplies in the car.
7. When passengers vomit, immediately cover the vomit with a disposable absorbent material and a sufficient amount of disinfectant. After removing the vomit, disinfect the contaminated ground, car wall, etc.
8. Transfers to and from airports, high-speed rail, and intercity transportation must be disinfected before picking up other passengers.
III. Under any of the following circumstances, the vehicle cannot operate on the road and the driver cannot work
(1) Those who do not wear masks or wear masks irregularly when carrying passengers (disposable medical masks or N95 masks are recommended);
(B) does not implement a single disinfection and ventilation;
(3) Failure to conduct weekly nucleic acid tests;
(4) Those who have not been vaccinated against COVID-19 (except for contraindications to vaccination);
(5) carrying passengers who do not wear masks or wear masks irregularly;
(6) Failure to implement the "scan code registration" of Beijing Health Treasure before boarding the bus;
(7) The vehicle is not equipped with hand sanitizer or quick disinfectant.
(8) having fever or respiratory, digestive, and other symptoms.
IV. If the above-mentioned behavior is not observed, once the report is verified, it will be notified by the transportation authority, and the circuit breaker mechanism and relevant punishment measures will be taken if necessary
Suspend the operation of the car for 7 days; if it is repeatedly committed more than three times, extend the suspension of operation until the cancellation of the operation qualification; jointly and severally investigate the main responsibility of the online taxi operator (platform) where it is located.
If failure to comply with the above acts results in the spread of the epidemic, relevant administrative and criminal punishment measures shall be taken
According to the "Law of the People’s Republic of China on the Prevention and Control of Infectious Diseases" and other laws and regulations, the relevant responsible persons shall be investigated for criminal responsibility, and the main responsibility of the online taxi operator (platform) shall be jointly investigated.
VI. Other recommendations
During the epidemic, the number of passengers carried by online car-hailing taxis should be properly controlled during operation; carpooling business should be suspended; and communication between drivers and passengers should be reduced.
