Announcement on releasing the list of major special projects in 2022
Explore the path to solve the blocking points and difficult problems that restrict development, and provide a platform for cadres who want to be officers and can do things. Now the Office of the Leading Group for Investment Promotion in Xiaogan City has released the list of projects that will be unveiled in 2022, which is aimed at recruiting talents in the whole city. The relevant matters are announced as follows:
First, the posting project
This time, a total of 10 projects were released (see Annex 1 for details). Mainly includes:
Project 1: Investment project of laser industry chain.The laser industrial park project is a demonstration project of innovative investment mode and market-oriented operation of professional parks in High-tech Zone. It adopts the operation mode of "industrial fund investment+heavy asset construction+preferential policy support+enterprises carrying bags to settle in". According to the heavy asset investment mode, Xiaogan Gaochuang Investment Co., Ltd., a wholly-owned subsidiary of High-tech Zone Management Committee, invested to build a factory building. The project covers an area of 1,000 mu with a total investment of 3 billion yuan, and has been introduced and settled in Suzhou Lingchuang, Wuhan Wanliwei, Hubei Xi ‘ou and Hubei Kegong. The industrial park plans to introduce about 15 R&D and production enterprises such as large, medium and small power lasers, laser cutting machines, laser detectors, laser welders and high-end laser complete sets of equipment to create a professional park with high technology content and industry influence.
Project 2: Construction project of foreign-funded enterprise gathering area."Hubei (Xiaogan) Nissin Industrial Park" has a planned area of 5,000 mu, and has introduced 32 Japanese-funded enterprises, such as Yasaki of Japan, the world’s top 500 enterprise, Otsuka of Japan, the world’s top 100 automobile parts enterprise, and TiAISI of Japan. The park is fully equipped with executive apartments, staff quarters, dining and entertainment. Relying on the platform of "Hubei (Xiaogan) Nishang Industrial Park", it is planned to introduce foreign-funded enterprises related to leading industries such as automobiles and parts, optoelectronics and information to settle down, and strive to add 8 foreign-funded enterprises in the park by 2025, becoming a demonstration and leading area for Xiaogan to expand its opening up and utilize foreign capital.
Project 3: Specialized and special new industrial cluster construction project.Relying on the three characteristic parks of Xiefeng Hi-Tech, High-Tech Innovation and High-end Equipment, focusing on emerging industries such as optoelectronic information, high-end equipment manufacturing and aerospace, aiming at small and medium-sized scientific and technological enterprises and specialized and innovative enterprises, adopting a flexible landing mode, cultivating and introducing no less than 15 "specialized and innovative" enterprises.
Item 4. New energy lithium battery industry chain project.Relying on the Chuneng new energy lithium battery project, we will focus on introducing upstream and downstream enterprises in the industrial chain such as power batteries, energy storage batteries and conductive materials, and vigorously introduce projects such as charging piles, smart grid power equipment, electric vehicle spare parts and new energy vehicle production.
Project 5: Phoenix Tourist Area Project.The plot is about 10 kilometers away from Tianhe Airport, with the main construction area of about 4,000 mu and non-construction land of about 20,000 mu. Relying on the basic conditions such as traffic location, topography, hydrological waters, etc., we will build eco-wetlands, eco-sightseeing, waterfront holidays, natural experiences, water sports, recreation and leisure, etc., and create a tourism and holiday destination that integrates nature, humanity and lifestyle.
Project 6: Commercial supporting projects.Build a high-end commercial complex integrating catering, accommodation, business and service.
Project 7: Optoelectronic Information Industry Project.Docking Wuhan "China Optical Valley", focusing on attracting enterprises related to optical communication, photoelectric display industry and laser industry to gather together.
Project 8: New Energy and Intelligent Networked Automobile Industry Project.Integrate into the development pattern of "Han Xiao Sui Xiang Shi" automobile industry corridor, increase the output value of automobile industry and enhance the supporting role of nodes.
Project 9: Life and Health Industry Project.Take biomedicine and medical devices as the leading industries, and support the industrial cooperation needs of Wuhan to build three national medical centers and a national bio-economic pilot zone.
Project 10: High-end equipment industry project.Relying on the industrial development foundation of Sanjiang Group, accelerate the accumulation and development of aerospace and marine engineering equipment industries.
Second, the method steps
1. Uncover the list.The unit or consortium shall participate in the disclosure of the list according to the requirements of the listed project, and submit the Declaration Form for Disclosure of the List (Annex 2) before February 16, 2023 and the Project Plan (Annex 3) before February 23. The qualification examination shall be carried out by the lead unit of the project, and the qualified ones shall be determined as the exposed objects.
2. Comprehensive evaluation.The lead unit of the project issuing list shall conduct on-the-spot investigation, visit and discussion, solicit opinions, consult materials, etc., and make judgment and evaluation on the qualifications, comprehensive strength and work performance of the object of publication.
3. Determine the list of winners.The lead unit of the project posting list put forward the list of proposals in the list before March 3rd and reported it to the office of the Leading Group for Investment Promotion. After being audited by the municipal leaders in charge, it shall be reported to the municipal party committee and the municipal government for examination and approval according to its authority.
4. Sign the agreement.After the winning bidder is determined, the leading unit of the project will sign an agreement with the winning bidder, and the agreement will be reported to the Municipal Party Committee Supervision Office, the Municipal Government Supervision Office and the Municipal Assessment Office for the record, and the winning bidder will be announced.

1. The winning bidder must meet all the basic conditions and other relevant requirements stipulated in this announcement, and must not violate work discipline and laws and regulations.
