Emergency plan for meteorological disasters in Yunnan Province

1 General rules

1.1 Guiding ideology

Guided by the Supreme Leader’s Socialism with Chinese characteristics Thought in the New Era, comprehensively implement the spirit of the 20th Party Congress, thoroughly implement the important exposition of the Supreme Leader’s General Secretary on disaster prevention, mitigation and relief, important instructions on meteorological work and the spirit of his important speech on inspecting Yunnan, adhere to the people first, life first, adhere to the combination of prevention first, prevention and rescue, adhere to the unity of normal disaster reduction and abnormal disaster relief, and change from focusing on post-disaster relief to focusing on pre-disaster prevention. From dealing with a single disaster to comprehensive disaster reduction, from reducing disaster losses to reducing disaster risks, we will organize meteorological disaster prevention and emergency work in a legal, scientific, efficient and orderly manner, and play the role of the first line of defense for meteorological disaster prevention and mitigation to provide security for the realization of high-quality economic and social development in Yunnan.

1.2 Purpose of compilation

Strengthen meteorological disaster monitoring, forecasting and early warning capabilities, establish and improve a clear division of labor, coordinated and efficient meteorological disaster emergency response mechanism, improve meteorological disaster risk prevention and emergency response capabilities, enhance meteorological disaster prevention level, minimize casualties and economic losses caused by meteorological disasters, and reduce the negative impact of meteorological disasters on the ecological environment.

1.3 compilation basis

According to People’s Republic of China (PRC) Emergency Response Law, People’s Republic of China (PRC) Meteorological Law, Meteorological Disaster Prevention Regulations, National Meteorological Disaster Emergency Plan, Yunnan Meteorological Regulations, Yunnan Emergency Response Regulations, Yunnan Meteorological Disaster Prevention Regulations, and Yunnan General Emergency Plan.

1.4 Scope of application

This plan is applicable to the prevention and response of major meteorological disasters such as rainstorm, blizzard, cold wave, strong wind, high temperature, frost, fog, road icing, lightning, hail and drought within the administrative area of our province.

1.5 working principles

(1) life first, reduce harm. Put the safety of people’s lives and property in the first place, take engineering and non-engineering measures, comprehensively strengthen the construction of meteorological disaster prevention system, and minimize disaster losses.

(2) Prevention first, scientific and efficient. Adhere to prevention first, combine prevention with rescue, make full use of modern scientific and technological means, improve the accuracy of meteorological disaster forecasting and early warning, extend the forecast period, and enhance the emergency response capability of meteorological disasters.

(3) Standardized, coordinated and orderly according to law. In accordance with relevant laws and regulations and relevant responsibilities, do a good job in meteorological disaster prevention and response. Establish a coordinated linkage mechanism, strengthen information communication, realize resource sharing, and form a joint force for meteorological disaster prevention.

(4) hierarchical management and territorial priority. According to the occurrence or possible harmful effects of disasters, meteorological disaster prevention work shall be managed at different levels. Party committees and governments in disaster areas are responsible for emergency handling of meteorological disasters within their administrative areas.

(5) Unified leadership and participation of the whole people. Establish and improve the meteorological disaster prevention mechanism under the leadership of the Party Committee, government-led, departmental linkage and social participation. Strengthen publicity and education, improve the level of public defense against meteorological disasters, and consolidate the mass base of emergency disaster reduction and relief.

2 Operation mechanism and departmental responsibilities

2.1 Provincial Meteorological Disaster Early Warning and Emergency Response Command Mechanism

Establish an emergency response system with early warning of meteorological disasters as the guide, and relevant departments and units directly under the provincial level shall formulate emergency plans with early warning of meteorological disasters as an important starting condition or clarify the relevant contents of emergency response of meteorological disasters in other plans. Relevant departments and units shall, according to the meteorological disaster warning information, start the emergency plan in time, organize, direct and coordinate the response work of their own departments, systems and units.

Emergency response to disasters such as rainstorm and drought shall be organized by the provincial flood control and drought relief headquarters; Emergency response to sudden geological disasters caused by meteorological factors shall be organized by emergency headquarters, the provincial geological disaster; Emergency response to forest and grassland fires caused by meteorological factors shall be organized by the provincial forest and grassland fire prevention and extinguishing headquarters, and all units shall carry out their work in accordance with the responsibilities of relevant special emergency plans.

Emergency treatment of secondary and derivative disasters caused by meteorological factors such as snowstorm, cold wave, lightning, road icing, hail, frost, strong wind, fog and high temperature shall be organized by relevant departments and units according to different types of meteorological disasters and the degree of their influence, and in accordance with departmental emergency plans.

2.2 provincial departments and units responsibilities

Relevant departments and units directly under the provincial level jointly participate in meteorological disaster prevention and emergency response, and do relevant work in accordance with their duties.

Provincial Development and Reform Commission: incorporate meteorological disaster prevention, weather modification and meteorological modernization into the national economic and social development plan and annual plan of Yunnan Province. Support meteorological departments to do a good job in coping with climate change and meteorological disaster prevention and other project construction, as well as meteorological disaster risk assessment and demonstration management of major projects. Coordinate the transportation security of coal, electricity, oil and gas, and put forward suggestions on arranging the storage and utilization of relevant materials.

Provincial Department of Industry and Information Technology: In formulating the province’s industrial policies, industrial layout and promoting the construction of industrial projects, the climate feasibility and the risk impact of meteorological disasters are considered as a whole.

Provincial Department of Education: Guide education departments at all levels to do a good job in meteorological disaster prevention and defense. Guide and urge education departments at all levels to implement the suspension mechanism according to the release of local meteorological disaster warning signals to ensure the safety of teachers and students in schools. Guide schools at all levels and types to do publicity and education activities on meteorological disaster prevention and reduction. Supervise the education departments and schools in the disaster-stricken areas to do a good job in disaster prevention and safe evacuation of teachers and students at school.

Provincial Science and Technology Department: Incorporate meteorological disaster prevention, weather modification and meteorological application research into the province’s science and technology development plan and plan. To guide scientific and technological research and development in the fields of meteorological disaster prevention, weather modification and meteorological application research. Support the construction of key laboratories for weather modification.

Provincial Public Security Department: Provide information on key road sections that have adverse effects on road traffic safety due to bad weather such as rain, snow and fog in the province, and urge and guide public security traffic control departments at all levels to provide information on their administrative areas to the headquarters at the corresponding level in a timely manner. Be responsible for traffic guidance after meteorological disasters.

Provincial Civil Affairs Department: Supervise and guide civil affairs departments at all levels to include eligible people in need in disaster areas into the scope of social assistance such as temporary assistance, subsistence allowances and special hardship support.

Provincial Department of Finance: For disasters that reach the emergency response level specified in the Emergency Plan for Natural Disaster Relief in Yunnan Province, corresponding support shall be given according to the disaster situation and relevant natural disaster relief standards, and relevant departments shall cooperate with the central government to apply for disaster relief subsidy funds.

Provincial Department of Human Resources and Social Security: In accordance with the relevant provisions of the state and the province, guide the work of commendation and reward.

Provincial Department of Natural Resources: responsible for organizing, coordinating and guiding the prevention and control of geological disasters. Jointly establish and improve the linkage mechanism of geological disaster prevention with meteorological disaster early warning as the guide, and jointly issue meteorological risk forecast and early warning of geological disasters with meteorological departments. When meteorological conditions may cause geological disasters, start the corresponding response mechanism and provide disaster information of geological disasters in the whole province.

Provincial Department of Ecology and Environment: Establish a monitoring and early warning system and information acquisition mechanism for heavy pollution weather jointly with meteorological departments to do a good job in environmental pollution emergency response.

Provincial Department of Housing and Urban-Rural Development: provides information on meteorological disasters in the field of housing and urban-rural construction in the province. To guide the relevant work of meteorological disaster prevention in the field of housing and urban and rural construction in the province. Establish a risk early warning mechanism for urban waterlogging meteorological disasters in conjunction with the meteorological department.

Provincial Department of Transportation: Supervise and guide the transportation departments at all levels to do a good job in the construction of meteorological disaster monitoring and early warning system in the transportation field, and focus on urging expressway operating units to do a good job in the construction of traffic meteorological observation network. Investigate hidden dangers along the traffic. Establish a risk forecasting and early warning mechanism for traffic meteorological disasters in conjunction with the meteorological department.

Provincial Department of Agriculture and Rural Affairs: responsible for guiding the disaster-stricken areas to carry out meteorological disaster prevention and response, and timely understanding and mastering the agricultural disaster situation. Establish an agricultural meteorological disaster risk forecasting and early warning mechanism in conjunction with the meteorological department.

Provincial Water Resources Department: responsible for guiding meteorological disaster prevention of water conservancy projects. According to the overall planning of meteorological disaster prevention, assist in the construction of meteorological disaster prevention and artificial precipitation enhancement operation sites in key reservoir areas. Establish a risk forecasting and early warning mechanism for mountain torrents meteorological disasters in conjunction with the meteorological department.

Provincial Department of Commerce: responsible for the market operation of daily necessities in disaster areas and the monitoring of commodity supply and demand, and organizing and coordinating the market supply of daily necessities in disaster areas.

Provincial Department of Culture and Tourism: responsible for guiding cultural and tourism business units to establish a meteorological disaster early warning mechanism. Coordinate and guide tourist attractions and cultural relics units to carry out the investigation of meteorological disaster risks and hidden dangers, and strengthen the prevention of disasters such as heavy rain and lightning.

Provincial Health and Wellness Committee: organize and guide the prevention and control of public health events, medical rescue and emergency response after disasters.

Provincial Emergency Department: Organize and guide emergency rescue of major meteorological disasters and comprehensive disaster reduction and relief work. Organize meteorological early warning information risk consultation and judgment, and report to the special response headquarters at the same level to start emergency response according to the plan. We will improve the mechanism for obtaining and sharing information resources of major meteorological disasters, and issue disasters in a unified manner according to law.

Provincial Bureau of Radio, Film and Television: Guide, coordinate and supervise the radio, television and other media at all levels in the province, and cooperate with relevant departments to timely and accurately broadcast meteorological disaster forecast and early warning information and relevant defense guidelines to the society. Publicity and reporting of meteorological disaster prevention and mitigation work, publicity of meteorological disaster prevention, self-help and mutual rescue related knowledge.

Provincial Energy Bureau: Guide and supervise the meteorological disaster prevention work of relevant enterprises. Responsible for coordinating the temporary energy security work in disaster areas. To guide relevant enterprises in disaster relief and post-disaster recovery.

Provincial Forestry and Grass Bureau: collect and report meteorological disaster information in the forestry and grassland fields of the whole province. To guide disaster relief and post-disaster recovery in forestry and grassland areas. In conjunction with the meteorological department, the establishment of forest and grassland fire risk meteorological grade forecast and early warning mechanism.

Provincial Government Information Office: Organize and coordinate the news media to do a good job in propaganda and reporting on meteorological disaster prevention, strengthen public opinion collection and analysis, and correctly guide public opinion.

China Railway Kunming Bureau Group Co., Ltd.: According to the disastrous weather forecast and early warning information, it is responsible for the safety prevention of railway lines, bridges and culverts and other equipment and facilities.

Provincial Communications Administration: Organize and coordinate all communications operating units to cooperate with meteorological departments to timely release disastrous weather forecast and early warning information. Coordinate and do a good job in emergency communication support of public communication network.

Provincial Meteorological Bureau: responsible for monitoring, forecasting and early warning of meteorological disasters, and making and releasing meteorological disaster forecasting and early warning information. Organize weather modification work. To carry out meteorological disaster investigation and publicize the popular science knowledge of meteorological disaster prevention and mitigation. Establish a meteorological disaster risk forecasting and early warning mechanism in conjunction with relevant departments and industries.

Yunnan Power Grid Corporation: According to the disastrous weather forecast and early warning information, guide and urge subordinate enterprises to do a good job in safety prevention, repair damaged power facilities and equipment in time, ensure the power demand for emergency rescue and disaster relief, and restore power supply in power-cut areas in time.

Provincial Fire Rescue Corps: Organize and direct fire rescue forces to carry out rescue work. Docking fire rescue forces outside the province to participate in rescue work. Assist the disaster-stricken government to transfer people in dangerous areas. Participate in important projects and major danger rescue work.

Provincial Forest Fire Corps: Organize forest fire rescue forces to carry out rescue work. Docking forest fire fighting and rescue forces outside the province to participate in emergency rescue work. Assist the disaster-stricken government to transfer people in dangerous areas. Participate in important projects and major danger rescue work.

Yunnan Military Region War Preparedness Construction Bureau: Organize militia units in the whole province to participate in emergency rescue and disaster relief operations, and assist local functional departments to complete post-disaster reconstruction. According to the authorization of the southern theater, coordinate and command the troops stationed in Yunnan and the reserve forces to carry out rescue and relief operations. Guide the militia weapons and equipment warehouses in all military divisions to do a good job in storing ammunition for weather modification operations.

Yunnan Armed Police Corps: Organize armed police rescue forces to carry out rescue and relief operations, participate in the rescue and relief work of important facilities and major dangers, and assist in the relevant security work. Assist the people’s government in the disaster area to transfer people in dangerous areas and assist the public security organs in maintaining social stability in the disaster area.

2.3 grassroots meteorological disaster early warning and emergency response command mechanism

In accordance with the principle of territorial management, the state, city and county governments shall establish and improve the emergency response command mechanism with meteorological disaster warning as the forerunner with reference to this plan, and formulate the emergency plan for meteorological disasters at the corresponding level in combination with local conditions, and organize the prevention and response work.

Township people’s governments, sub-district offices, village committees and community neighborhood committees should clearly assume the first responsibility for meteorological disaster prevention, and set up part-time meteorological information officers to assist local meteorological departments in receiving and disseminating disastrous weather forecast and early warning information, collecting and reporting meteorological disasters and special weather conditions in the region, popularizing meteorological disaster prevention knowledge, and emergency liaison.

3 meteorological disaster prevention ability

3.1 Meteorological Disaster Risk Survey

Governments at or above the county level shall organize relevant departments to carry out meteorological disaster risk survey, establish a meteorological disaster database, conduct risk assessment according to the types of meteorological disasters, delimit meteorological disaster risk areas according to the distribution of meteorological disasters and the results of meteorological disaster risk assessment, and carry out investigation of meteorological disaster risk hidden dangers.

3.2 Meteorological disaster prevention planning

Governments at or above the county level shall organize relevant departments to formulate meteorological disaster prevention plans in their respective administrative areas according to the meteorological disaster prevention plans of the governments at the next higher level and in combination with the characteristics of local meteorological disasters, strengthen the construction of meteorological disaster prevention facilities, and do a good job in meteorological disaster prevention.

3.3 linkage mechanism of meteorological disaster prevention

The government at or above the county level shall organize the relevant departments to establish and improve the emergency linkage mechanism with the disastrous weather forecast and early warning information as the guide, and formulate and improve the relevant emergency plans. According to the demand, industries that are highly affected by meteorological disasters establish risk early warning indicators based on meteorological thresholds and formulate measures to deal with meteorological disasters.

3.4 Monitoring, forecasting and early warning system construction

Governments at or above the county level should scientifically encrypt all kinds of meteorological detection facilities in accordance with the principle of rational layout and effective utilization, and form a coordinated and efficient precision meteorological monitoring system. Coordinate and optimize scientific and technological resources, strengthen the research on key technologies of severe weather, and improve the monitoring, forecasting and early warning system of meteorological disasters by disaster species, regions and industries.

3.5 Meteorological disaster risk prevention and control measures

Departments in charge of various industries should carry out in-depth meteorological disaster assessment and hidden danger analysis and judgment, and do a good job in risk management and hidden danger rectification of the hidden dangers of meteorological disasters.

Governments at or above the county level should urge relevant departments to carry out climate feasibility demonstration in key projects, major regional economic development projects and large-scale solar and wind energy development and utilization projects to avoid and mitigate the impact of meteorological disasters.

Governments at all levels and relevant departments should, according to the needs, strengthen the construction of weather modification capabilities such as command platforms and standardized operating points, enhance the ability of scientific command and safe operation, and give full play to the role of weather modification in precipitation enhancement, drought resistance, hail suppression and disaster reduction.

Lightning protection devices installed in various buildings (structures), places and facilities shall comply with the relevant national lightning protection standards. Lightning protection devices for newly built, rebuilt and expanded buildings, places and facilities should be designed, constructed and put into use at the same time as the main project, and safety inspection should be carried out regularly.

4 Monitoring, forecasting and early warning

4.1 Monitoring information sharing

The Provincial Meteorological Bureau timely provides meteorological disaster monitoring, forecasting and early warning information to relevant departments and units. The relevant departments and units shall timely and accurately provide meteorological disaster information such as water regime, drought, forest and grassland fires, geological disasters, plant diseases and insect pests, environmental pollution, etc. to the Provincial Meteorological Bureau to realize information sharing.

4.2 Forecast and early warning

Meteorological departments at all levels in the province are responsible for the forecast and early warning of disastrous weather at the corresponding level, uniformly releasing meteorological information such as important weather forecast, important weather early warning report, short-term approaching forecast of heavy precipitation, rolling forecast and early warning, reporting to Party committees and governments at the corresponding levels in a timely manner, and informing relevant departments and units at the corresponding levels.

4.2.1 Important Weather Forecast

The Provincial Meteorological Bureau is responsible for organizing the production and release of important weather forecasts at the provincial level, reporting to the provincial party committee and government in a timely manner, and informing relevant departments and units. It is expected that there will be disastrous, critical and turning weather that will have a great impact on the safety of people’s lives and property and economic and social development in our province, and important weather forecasts will be made and released 1-5 days in advance according to different weather categories.

4.2.2 Important weather warning report

The Provincial Meteorological Observatory makes meteorological disaster early warning according to different types of meteorological disasters. According to the light and heavy grades, the meteorological disaster early warning levels are generally divided into four grades: Grade IV, Grade III, Grade II and Grade I, with Grade I as the highest level. See Annex 1 for the provincial meteorological disaster early warning grading standards. The Provincial Meteorological Bureau shall, according to the meteorological disaster warning level issued by the Provincial Meteorological Observatory, make an important weather warning report of the corresponding level, report to the provincial party committee and government in a timely manner, and notify the relevant departments and units directly under the province. The important weather warning report is one of the important bases for the relevant special command institutions at the provincial level and relevant departments and units at the provincial level to start emergency response. According to different meteorological disasters, it is released 1-2 days in advance.

4.2.3 Meteorological disaster warning signal

The county meteorological observatory is responsible for issuing meteorological disaster warning signals. Meteorological disaster warning signals focus on short-term approaching timeliness, and are mainly released to the public, highlighting the local sudden or prone meteorological disasters and public defense, and providing decision-making basis for the party and government decision-making command departments at the same level. According to the severity level, meteorological disaster warning signals are generally divided into four types: blue, yellow, orange and red.

4.2.4 Short-term forecast of heavy rainfall

It is expected that there will be heavy precipitation weather that may have a greater impact on people’s life and property safety and economic and social development in our province. The Provincial Meteorological Bureau is responsible for organizing the production and release of short-term forecast of heavy precipitation within 12 hours, and timely reporting to the provincial party committee, the provincial government, the provincial flood control and drought relief headquarters and the provincial geological disaster emergency headquarters.

4.3 High-level meteorological early warning and direct reporting mechanism

When the Provincial Meteorological Bureau issues an important weather warning report of rainstorm level II and above, it is necessary to report the provincial flood control and drought relief headquarters and the provincial geological disaster emergency headquarters by telephone at the first time. When the meteorological departments at the state, city and county levels release the important weather warning report of rainstorm level II and above, and the county meteorological observatory releases the warning signal of rainstorm orange and above, it is necessary to report to the flood control and drought relief headquarters office at the same level and the geological disaster emergency headquarters office by telephone at the first time, and report to the main party and government leaders and leaders in charge at the same level by telephone.

4.4 Information dissemination

Radio, television and other media and basic telecommunications operating units should establish a fast and smooth information dissemination mechanism with the meteorological department at the same level. After receiving the disastrous important weather forecast and meteorological disaster warning signal issued by the meteorological department, they should spread it to the public in a timely and free manner, and indicate the release time and the name of the meteorological station. After receiving the high-level and high-impact meteorological disaster warning signal issued by the meteorological department, the local radio and television station should broadcast it to the public in time, and the communication management department should coordinate the basic telecom operation unit to start sending within 30 minutes.

County-level governments should make full use of emergency broadcasting and other channels to disseminate meteorological disaster early warning signals in a timely manner and expand the coverage of disastrous weather forecasting and early warning information. Township people’s governments and sub-district offices shall pay close attention to and receive disastrous important weather forecasts and meteorological disaster warning signals issued by meteorological departments in real time, and take timely measures to spread them widely to the public in their respective administrative areas.

Management units of schools, hospitals, enterprises, mining areas, stations, airports, highways, tourist attractions and other places should pay attention to the disastrous important weather forecast and meteorological disaster warning signals issued by local meteorological departments, and use electronic display devices, public broadcasting, alarms and other facilities to spread them to the public in a timely manner.

4.5 Forecast and early warning actions

After the release of important weather forecasts, provincial departments and units should analyze and judge the impact of meteorological disasters on the industry, study and deploy defensive measures, and carry out investigation and management of potential risks.

After the release of the important weather warning report, provincial departments and units shall enter the emergency state according to their respective responsibilities, strengthen the duty-on-duty, organize forces to deeply analyze and evaluate the possible impacts and hazards, and take targeted preventive and control measures.

After the meteorological disaster warning signal is released, the county government and relevant departments and units should timely organize and take corresponding emergency measures according to the meteorological disaster warning signal level and emergency plan, and take measures such as "three stops" (that is, stopping work, stopping production and suspending classes) and traffic control when necessary.

After the short-term forecast of heavy precipitation within 12 hours is released, the county-level government and relevant departments and units within the area where heavy precipitation falls should organize and deploy 12-hour key prevention work within the county, preset rescue forces in key towns and villages six hours in advance, and prepare for the active transfer and avoidance of disasters in key areas.

5 departmental early warning linkage and classified response

5.1 Discuss and judge

When it is predicted that there will be a major disastrous weather process and it will have obvious adverse effects on our province, or the major disastrous weather process has affected our province and will continue, the Provincial Emergency Department and the Provincial Meteorological Bureau will organize relevant departments and units to hold a meteorological disaster prevention consultation meeting in time to analyze and judge the disastrous weather impact and preventive measures, and provide decision-making basis for relevant provincial special command institutions, departments and units to carry out preventive response.

5.2 Early warning linkage response

There are many kinds of meteorological disasters, often accompanied by secondary and derivative disasters, involving many departments and industries. According to meteorological disaster early warning, linkage response is the key link to effectively prevent and resist meteorological disasters.

When severe weather comes or occurs, the meteorological department will strengthen monitoring, forecasting and early warning, timely release all kinds of meteorological disaster forecasting and early warning information, timely increase the frequency of release, and start emergency response to meteorological disasters according to service needs. The emergency management department is responsible for emergency management, guiding the comprehensive emergency prevention of meteorological disasters, and organizing and coordinating emergency transfer and resettlement in conjunction with relevant parties to timely rescue the affected people.

The relevant departments shall, according to their respective responsibilities, respond in different categories according to the impact of different types and levels of meteorological disasters on their own departments and industries.

5.3 Response to disasters by sector

5.3.1 Heavy rain

According to the responsibilities of departments and rainstorm warning, relevant departments comprehensively judge the risks, and start relevant special emergency plans and relevant emergency plans of departments and units in a timely manner.

The education department guides and urges schools, kindergartens, etc. to prepare for the rainstorm, suspend classes when necessary, and adjust the time of going to school, leaving school and rest in a timely manner.

The public security department shall conduct traffic guidance or control in areas with accumulated water.

The natural resources department shall organize the early warning and prevention of geological disaster risks.

Housing and urban-rural construction departments should do a good job in urban drainage and flood prevention.

The agricultural and rural departments guide the prevention and response of agricultural production rainstorms, and guide disaster relief and post-disaster recovery.

The water conservancy department organizes flood forecasting and early warning, implements flood dispatching and provides technical support for flood control and emergency rescue.

The cultural and tourism departments shall guide the A-level tourist attractions to evacuate tourists and do a good job in disaster prevention, avoidance and relief, and urge the closure of tourist attractions or facilities when necessary.

Other departments and units shall, in accordance with their duties, do a good job in storm prevention and response in relevant fields.

5.3.2 Blizzard

5.5 Social mobilization

The government at or above the county level or the relevant emergency command organization in the place where meteorological disasters occur can widely mobilize and mobilize social forces to actively participate in the handling of meteorological disasters according to the nature, harm degree and scope of meteorological disasters, and in case of emergency, vehicles, materials and personnel can be requisitioned and transferred according to law.

7 emergency support

7.1 Team Support

Relevant government departments at or above the county level shall mobilize social groups, enterprises, institutions, volunteers and other social forces to participate in emergency rescue work according to the influence degree of local meteorological disasters. Give full play to the backbone role of the army, armed police, reserve, militia and fire rescue team in handling meteorological disasters.

7.2 Financial guarantee

Governments at or above the county level should establish and improve the financial guarantee mechanism that is compatible with the needs of meteorological disaster relief, and incorporate meteorological disaster prevention, disaster relief and relief funds into the fiscal budget.

7.3 Material support

8.1 Plan revision and improvement

This plan and Yunnan meteorological disaster early warning grading standards are revised in a timely manner according to the actual work.

The government at or above the county level shall be responsible for organizing relevant departments and experts to evaluate in a timely manner, and timely revising and improving the emergency plan for meteorological disasters at the corresponding level.

8.2 Training drills

Terminology explanation

Meteorological disasters:Disasters caused directly and indirectly by weather and climate are the most frequent and serious natural disasters. There are many kinds of meteorological disasters in Yunnan, including rainstorm, blizzard, cold wave, strong wind, high temperature, frost, fog, road icing, strong convection (lightning), hail and drought.

Heavy rain:Rains with considerable rainfall intensity and amount will cause floods, landslides, mudslides and other disasters. The standard is that the accumulated precipitation is 50 mm or more (≥50 mm) within 24 hours, or 30 mm or more (≥30 mm) within 12 hours. Among them, the accumulated precipitation within 24 hours is more than or equal to 100 mm and less than 250 mm (100 mm and less than 250 mm), and the accumulated precipitation within 24 hours is more than or equal to 250 mm (≥250 mm).

Blizzard:Snow with considerable snowfall intensity and quantity will do harm to agriculture and animal husbandry, transportation, electricity and communication facilities. Its standard is that the accumulated precipitation of pure snow reaches 10 mm or more (≥10 mm) in 24 hours, or the accumulated precipitation of pure snow reaches 6 mm or more (≥6 mm) in 12 hours.

Cold wave:Large-scale invasion of cold air from polar regions or cold regions to middle and low latitudes. The weather phenomena such as strong wind and cooling will do harm to agriculture and animal husbandry, transportation, human health and energy supply.

Gale:Refers to the wind with an average wind force greater than 6 (> 6) and a gust wind force greater than 7 (> 7), which will cause harm to agriculture, transportation, water operations, building facilities and construction operations.

High temperature:It refers to the weather phenomenon that the maximum daily temperature is above 35℃ (> 35℃), which may cause harm to agriculture, electricity and human health.

Frost:Meteorological disasters in which the temperature of soil surface or plant surface drops to 0℃ or below (≤0℃), resulting in plant damage and even death.

Fog:The weather phenomenon that tiny water droplets or ice crystals suspended in the atmosphere close to the ground significantly reduce visibility will do harm to traffic, electricity and human health.

Road icing:It refers to the weather phenomenon that rain, snow and fog freeze into ice on roads due to low temperature, which may cause harm to traffic, electricity and communication facilities.

Lightning:Refers to the phenomenon of atmospheric discharge accompanied by lightning and thunder, often accompanied by strong gusts, local heavy precipitation, and sometimes accompanied by hail and tornado.

Hail:Hail, also known as hail, is a weather phenomenon, which refers to hard spherical, conical or irregular solid precipitation, which will do harm to agriculture, personal safety and outdoor facilities.
