Reform and opening up is a great revolution in the history of the development of China people and the Chinese nation, and it is this great revolution that has promoted the great leap of Socialism with Chinese characteristics’s cause. In the important article "Chinese-style modernization is socialist modernization led by the Communist Party of China (CPC)" recently published by General Secretary of the Supreme Leader in Qiushi magazine, the General Secretary summed up the history, analyzed the reality and looked forward to the future, and profoundly expounded that "the leadership of the Party has inspired a strong driving force for building Chinese-style modernization" with the achievements and experience of reform and opening up for more than 40 years.

　　With the great historical initiative, our Party constantly changes the incompatible aspects between the relations of production and productivity, between the superstructure and the economic base, constantly promotes the system reform in various fields, and forms and develops a vibrant system and mechanism that conforms to the national conditions of contemporary China, so that all the vitality of labor, knowledge, technology, management and capital can compete in generate, and all the sources of creating social wealth can fully flow in.

In November, 2013, the Third Plenary Session of the 18th CPC Central Committee was held to draw a general plan for comprehensively deepening reform, and to determine the overall goal, strategic focus, priority order, main attack direction, working mechanism, promotion mode, timetable and road map of comprehensively deepening reform. The Third Plenary Session of the Eleventh Central Committee of the Party was epoch-making, which opened a new era of reform, opening up and socialist modernization. The Third Plenary Session of the 18th CPC Central Committee is also epoch-making, which has transformed the reform from partial exploration and breakthrough to system integration and comprehensive deepening, and created a new situation of China’s reform and opening up. In October 2019, the Fourth Plenary Session of the 19th CPC Central Committee was held, which outlined a clearer top-level design for the comprehensive deepening reform in the new era, systematically integrated the theoretical achievements, institutional achievements and practical achievements of the comprehensive deepening reform since the Third Plenary Session of the 18th CPC Central Committee, and had a significant and far-reaching impact on upholding and improving the Socialism with Chinese characteristics system and better transforming institutional advantages into the effectiveness of national governance.
