Functional allocation, internal structure and staffing plan of Beijing Municipal Commission of Commerce
According to the Reform Plan of Party and Government Organizations in Beijing approved by the Central Committee of the Communist Party of China and the State Council, the Beijing Municipal Commission of Commerce (hereinafter referred to as the Municipal Commission of Commerce) is retained.
I. Main responsibilities
The Municipal Commercial Committee is the functional department of the municipal government in charge of commodity circulation, catering industry, service industry and repair industry. The main responsibilities are:
(a) to implement the relevant national guidelines, policies, laws and regulations and the relevant provisions of this Municipality, study and formulate the commercial development strategy and planning of this Municipality and organize their implementation; Responsible for the administrative management and business guidance of the municipal state-owned commercial centralized unit, responsible for the policy research, macro guidance and industry management of the urban collective economy in this Municipality; Manage, guide and coordinate the business activities of other economic sectors in conjunction with relevant departments; Guide the work of district and county commercial committees.
(two) to cultivate and develop the commodity market in this Municipality; Drafting the draft local laws and regulations of this Municipality on commercial operation and management; To study and formulate policies and measures for the reform of commercial enterprises and organize their implementation; Protect fair competition and participate in commodity quality management.
(three) to study the urban and rural consumer goods market in this Municipality, and coordinate with relevant departments to organize and implement the regulation and control of important commodities related to the national economy and people’s livelihood; In conjunction with relevant departments, formulate plans for the government’s important commodity reserves, arrange and use reserve funds and market risk funds for circulation, and implement commodity reserves; Organize market forecast and information release.
(four) responsible for the preliminary examination of fixed assets investment projects of key commercial facilities in this Municipality, and put forward suggestions for project establishment; Participate in the review of planning and design schemes for important commodity markets, commercial centers and large and medium-sized commercial facilities; Participate in the planning, construction and management of commercial housing supporting residential buildings.
(five) to study and formulate the principles and policies of connecting domestic and foreign markets and utilizing domestic and foreign resources in this Municipality; Guide the commercial enterprises in this Municipality to carry out foreign trade, utilize foreign capital and introduce technology; Guide the transformation of key commercial facilities and commercial system industrial enterprises; Participate in the planning, guidance and approval of joint venture retail enterprises in this Municipality.
(six) responsible for the industry management of commercial enterprises in this Municipality; Supervise commercial enterprises to implement national laws and regulations and relevant local laws and regulations of this Municipality.
(seven) to guide the scientific and technological work of commercial enterprises in this Municipality; Organize and coordinate major scientific and technological development, technology introduction, scientific and technological research and popularization and application of commercial enterprises.
(eight) the preparation and implementation of the city’s business education development plan; To study and formulate relevant policies and regulations on business education; Organize and implement the reform of business education in this city and train all kinds of professionals.
(nine) to undertake other tasks assigned by the municipal government.
Second, internal institutions
According to the above responsibilities, the Municipal Commercial Committee has 17 functional offices.
(1) Office
To be responsible for the administrative affairs of this organ; Responsible for secretarial, information, motions, suggestions and proposals, letters and visits, confidentiality, archives, external contacts and important matters.
(2) General Office
Be responsible for synthesizing the important information of commercial work, and study and draft important comprehensive documents; Investigate and study important issues and policies related to business development.
(3) A market
Be responsible for synthesizing the market situation, analyzing the market trends and drafting the market supply arrangement plan; Manage the government’s reserves of important daily industrial products.
(4) Market Division II
Be responsible for mastering the market dynamics of grain, oil and non-staple food, and coordinating and arranging market supply; Coordinate the government’s agricultural and sideline products commodity reserve work and study relevant policies; Put forward opinions or suggestions on the use of government agricultural and sideline products commodity reserves and market risk funds.
(5) Three markets
Responsible for studying the development planning of catering, service and repair industries; Coordinate and solve the problems in the development of catering, service and repair industry.
(6) Enterprise Management Office
To study and draft policies and measures for the reform of commercial enterprises in this Municipality and organize their implementation: to guide enterprises to strengthen management and improve economic benefits.
(7) Planning and Construction Office
To study and draft policies, measures and development plans for the development of circulation facilities such as commodity markets in this Municipality; Participate in the planning, construction and management of commercial housing supporting residential buildings; Prepare the annual plan for the renovation of commercial outlets.
(8) Legal Affairs Department
Responsible for organizing the drafting of local laws and regulations on commodity circulation; Coordinate and arrange the supervision and inspection of law enforcement, publicity and education of laws and regulations, research on commercial legal system and legal advisory services in this system: undertake the administrative reconsideration, administrative compensation cases and administrative litigation agency work in charge of the Municipal Commercial Committee.
(9) Service Management Office
To be responsible for studying and drafting the work objectives, work plans and implementation measures for improving the service level of the commercial service industry; Supervise and inspect the implementation of service management and service standards.
(10) Education Department
To study and draft the implementation measures for the development plan of commercial education and relevant policies and regulations of commercial education in this Municipality and organize their implementation; Coordinate, supervise and guide the work of adult education and vocational and technical education in this system.
(eleven) industry management office
To be responsible for studying and drafting relevant policies for the management of commercial industries; Organize the drafting of commercial industry norms, commercial enterprise grades and technical grade standards, and organize training, education and assessment in conjunction with relevant departments.
(12) Foreign Economic Affairs Office
Responsible for coordinating, managing, supervising and guiding the work of foreign affairs and foreign economic cooperation in this system.
(XIII) Information Office
Responsible for studying and drafting business information work plans and organizing their implementation; Organize the establishment of consumer goods market information network, and study and analyze market trends.
(14) Science and Technology Industry Division
To study and draft the development plan and relevant policies of commercial industrial enterprises, and coordinate and organize their implementation; Centralized management of scientific and technological work of commercial enterprises.
(15) Confidential Personnel Department
To be responsible for the personnel management of this organ; Cooperate with relevant departments to coordinate and organize the evaluation of professional titles of commercial systems; Supervise and inspect the work of confidentiality and security. (sixteen) the urban collective economy department
To study and draft policies, measures and plans for the reform and development of urban collective economy and organize their implementation; Coordinate the district, county and relevant departments to do a good job in developing the urban collective economy.
(XVII) Beijing Salt Administration Office
To be responsible for publicizing, implementing and supervising the implementation of policies, regulations and rules of the state and this Municipality on salt industry management; Responsible for the management of salt administration and salt affairs in this Municipality.
Three, staffing and leadership positions
The administrative establishment of the Municipal Commission of Commerce is 80. Among them, 1 director and 4 deputy directors; There are 26 department-level leadership positions (including 1 full-time deputy secretary of the party Committee of the government).
According to the relevant regulations, five government workers and staff were transferred to career establishment.
